The executive director of the city's housing authority concedes that he probably overpaid for two dilapidated multi-family houses on Main Street 10 years ago.
The purchase, however, is about to pay off.
Along with the houses came adjacent land that stretches back toward the Presumpscot River. It is now the site of a 34-unit affordable housing complex for seniors.
The property at 19 Ash St. will be the site of an open house from 1 to 3 p.m. Friday.
Residents will begin moving in next week, said John Gallagher, executive director of Westbrook Housing.
Spring Crossing, as it's called, is the nonprofit organization's ninth housing complex and sixth dedicated to low-income seniors.
Its location just off Main Street is ideal for less mobile seniors who prefer to be within walking distance of shops and restaurants, he said.
It also helps fulfill the city's goal of bringing more residents to the area.
City Planner Molly Just called it a perfect example of a high- density downtown housing development.
Gallagher said 17 applicants have pre-qualified and five have been approved to move in. He hopes all the apartments are filled by fall.
To qualify, applicants must be 55 or older and earn less than $30,600 per year, if single, and $34,980 for a couple.
The rent for the 31 one-bedroom apartments ranges from $678 to $814 per month and $815 to $978 for the three two-bedroom units.
The complex doesn't fall short on high-tech amenities, including free wireless Internet, a fitness room equipped with a Nintendo Wii and laundry machines that take debit cards instead of quarters.
A majority of the apartments have views of the river and more than half are designed to accommodate people in wheelchairs.
Gallagher said 70 percent of Westbrook Housing's tenants were already residents of or had strong ties to Westbrook. Many used to live in town and decided to come back to be close to family, he said.
Often, he said, it's not just the low-cost apartment that they need.
"If you move seniors into more of a community setting, they do better," he said.

Taobao.com Fights against Counterfeiting

But the "foundation stone" was the leaking of the documents to the website, not the
publishing of the cables.
"It would not happen, information would not be on WikiLeaks, if there had not been
an illegal act undertaken," Ms Gillard said.
It is widely assumed the man responsible for the leaks is a US soldier who is already
imprisoned for previous leaks.
"It's grossly irresponsible and anybody who looks at the pages of today's newspaper
and sees that things like critical infrastructure lists are being put on WikiLeaks ...
would understand how grossly irresponsible this is," Ms Gillard said.
A classified cable listing infrastructure critical to the US was published by the site on Monday.
The list included some Australian-based infrastructure including the already widely
known undersea telecommunications cable - the Southern Cross Cable.

Qld: Patel threated to quit over patient transfer: court
A court's been told Dr JAYANT PATEL threatened to leave Bundaberg Base Hospital if
one of his patients was transferred to another hospital.
Dr CARL KENNEDY has told Brisbane's Supreme Court he recalled Dr PATEL getting angry
when hospital staff started making plans to send patient JAMES GRAVE to the Royal Brisbane
Hospital in June 2003.
The court's heard staff wanted to transfer Mr GRAVE because he was having difficulty
recovering after an oesophagectomy performed by PATEL.
Dr KENNEDY says it was a very complicated case which Bundaberg Hospital wouldn't normally
deal with.
PATEL is currently on trial for the manslughter of three patients and the grievous
bodily harm of another.
He's pleaded not guilty to the charges .. which relate to his time as director of surgery
at the hospital between 2003 and 2005.

MELBOURNE, Aug 26 AAP - A painting by iconic Australian artist Russell Drysdale has
sold for a record $1.89 million at auction.
The portrait of Rocky McCormack, a Riverina farmer, was part of the Important Australian
Art sale auctioned at Sotheby's last night.
The previous record for a Drysdale was set earlier this year at $1.68 million.
Titled Rocky McCormack, the portrait was painted between 1962 and 1963.
A Sotheby's spokeswoman said it was one of a mere handful of paintings completed by
the artist in that period.
It is described in the auction catalogue as a "beautiful, harmonious arrangement in
opal red and blue, and one of the largest, most successful and most popular of the artist's
justly-celebrated bush portraits".
Rocky McCormack is pictured under a thatch of dark, unruly hair, wearing a hat and
smiling with amusement.
Drysdale has a distinguished place in 20th century Australian art as a pioneer modernist,
social documentarist and sympathetic recorder of Aboriginal traditions.
But he is most well known for his portraits of European bush battlers.

BRISBANE, Aug 5 AAP - Police are investigating a suspected arson after fire destroyed
part of a Cairns business early today.
A patrolling police officer noticed the fire at McLeods Office Furniture on Martyn
Street about 3.25am (AEST).
Queensland Fire and Rescue officers were called to extinguish the blaze but the roof
and wall of the building were damaged, along with a shipping container full of stock.
A police spokeswoman said officers were guarding the scene while scientific and scenes
of crime officers investigate the cause of the blaze.

Fed: Officials to decide next steps in Aussie kayaker rescue
New Zealand rescue officials meet this morning to decide on their next steps as the
search for Australian kayaker ANDREW MCAULEY resumes.
They'll assess the weather .. ocean currents .. the time elapsed since the search began
.. and the gear Mr MCAULEY carried.
The search continued last night until darkness .. but failed to find any trace of MCAULEY
.. who had been expected to arrive in Milford Sound in the south island yesterday.
He left Tasmania on January 11 .. hoping to become the first person to paddle across
the Tasman in a kayak.
The Australian's upturned kayak was found late Saturday in rough seas about 75 kilometres
off Milford Sound.
Concerns about his safety emerged after New Zealand maritime authorities picked up
a garbled distress message on Friday night.
Hopes of finding him alive have faded amid conflicting reports of whether he was carrying
his vital full-body immersion suit.
The suit would have extended his survival in the water by up to 11 hours.

Fed: Govt on track to deal with ageing population, says Patterson
CANBERRA, April 12 AAP - The federal government is on track to deal with an ageing
population thanks to its strong economic management and support for families, Family and
Community Services Minister Kay Patterson said today.
The Productivity Commission today released its final report on the economic impact
of ageing in Australia and predicted one in four Australians would be aged 65 or more
by 2044-45 -- roughly double the current rate.
An increase in fertility, which hit 1.76 babies per woman in 2003, could also be expected.
Senator Patterson said the report would require policy responses from all levels of government.
"There are welcome indications that the Howard government is already on the right track
with its strong economic management and unprecedented support for Australian families,"
she said in a statement.
"I am very encouraged that the commission report has forecast stability in the total
fertility rate at 1.8 babies per woman, which is a slightly higher level than the current
rate.
"While it is too early to determine whether the commission's forecasts are a stable
long-term trend, it is still a welcome sign that the decline in the fertility rate may
have been arrested and possibly even reversed."
Senator Patterson said government initiatives such as the maternity payment and increased
child care support for parents and grandparents were creating a climate in which Australian
families could be confident about their future.
"I believe the issues of ageing and fertility rates addressed by the commission are
of fundamental importance to all Australians," she said.

Systembolaget, the Swedish alcohol monopoly, has reported a Danish-registered Internet site to the police for offering Swedes to buy cheap alcohol online.
The site, which apparently calls itself 'Bolaget' is carrying out illegal sales of alcoholic beverages. It is also a tax crime, according to Lennart Agen, the head of Systembolaget's company communications.
Systembolaget also regards the name as a trademark infringement of the name 'Systembolaget', according to Aftonbladet, a Swedish daily newspaper.
The prices at the site are reportedly cheaper than those of Systembolaget, with a bottle of wine starting at SEK12 before transport costs. Beer is apparently only offered in pallets with the cheapest for about SEK9,000. The site reportedly also lists suggested distributors that can take the alcohol into the country.
The Swedish alcohol inspection has however pointed out that importing alcohol into Sweden via a distributor requires a permit and private persons have to bring their alcohol into the country themselves.

INTELLECTUAL PROPERTY : ECJ RULES ON NATIONAL PROHIBITION OF TRADE MARK INFRINGEMENTS.
A prohibition issued by a national court hearing a case as a Community trade mark court extends as a rule to the entire European Union. Similarly, measures taken to guarantee such a prohibition, such as a penalty payment, also have effects throughout the Union. This is the gist of the ruling handed down, on 12 April, by the EU Court of Justice in a case pitting the French firm Chronopost against DHL Express France SAS (Case C-235/09).
To ensure uniform protection of Community trade marks registered by companies in the framework of Regulation (EC) 40/94, member states designate Community trade mark courts' that have jurisdiction for infringement cases.
Chronopost SA owns the Community and French trade marks WEBSHIPPING', applied for in 2000 and registered in respect of, among others, services relating to logistics and data transmission, as well as mail distribution. DHL Express France has used this same term to designate an internet-based express mail management service. In 2006, the Regional Court of Paris, France - acting as a Community trade mark court - ruled that DHL Express France had infringed the French trade mark WEBSHIPPING but did not rule on the infringement of the Community mark. Chronopost appealed and the Paris Court of Appeal upheld the decision, in 2007, but did not extend the effects of the prohibition to the Union as a whole, thus limiting the effects of the prohibition to French territory. Chronopost appealed the territorial limitation of the prohibition and of the penalty payment to the Court of Cassation, which referred the matter to the EU Court of Justice.
The court held first that the regulation must be interpreted as meaning that a prohibition ordered by a national court acting in its capacity as a Community trade mark court extends as a rule to the entire area of the European Union. A trade mark court has jurisdiction for trade mark infringements in the territory of any member state. Its jurisdiction therefore extends as a rule to the entire European Union. Furthermore, the exclusive right of a Community trade mark proprietor also extends as a rule to the entire Union. However, if a Community trade mark court rules that the infringement is limited to a single member state or part of EU territory, it must limit the scope of the prohibition ordered.
Second, the court held that a coercive measure ordered by a Community trade mark court by application of its national law also has effect in member states other than the member state of the court. Such measures can only be effective if they have an effect in the same territory as that in which the prohibition order itself has effect.

The Federal Bureau of Investigation (FBI), in collaboration with the Internet Crime Complaint Center again published its annual report this year showing cybercrime continues to be on the rise. From January 1, 2009 through December 31, 2009, the Internet Crime Complaint Center Web site received 336,655 complaint submissions, more than a 22 percent increase from 2008. Thieves can easily access your data and steal your identity.
* Who are your real friends? - Many social networking users become enraptured in the fun of adding a large pool of contacts to their friends list. This can be a dangerous move, and not something you'd typically do in your everyday life. There are tools available to manage the information you share with friends - use them. You can separate friends you share with into different groups or even have multiple online pages for different purposes. Just be sure to keep your personal profile open only to your real friends (the ones you know and trust), especially if you plan to share details about your daily life.
* Don't trust random links - Even links that look like they come from friends or family may actually contain malware or be part of a phishing attack - attempts to collect personal information, such as username and password, by pretending to be a message from a friend or a business. If you have a bad feeling, trust it and don't click!
* Watch for online bullies - Does your child play games online? Make sure they know how to block or report a cyberbully. Tell them to keep a record of the conversation if they are being harassed and encourage them not to engage the bully. Make sure your child's user name does not give away their name, location, gender, age, or any other personal information. Also be sure they're using an avatar, not an actual photo.

The Panda Project Inc. announces the opening of its Advanced Development Lab in Silicon Valley.
BOCA RATON, Fla.--(BUSINESS WIRE)--Nov. 7, 1996--The Panda Project Inc. (NASDAQ:PNDA) announced Thursday the opening of its Advanced Development Lab in Silicon Valley.
